Who is a truck dispatcher?
A truck dispatcher works for a single trucking company, either as an employee or as a “bona fide agent” for a carrier company. The primary duties of a truck dispatcher are:
- Find suitable loads for the empty or soon-to-be empty trucks, either owned or leased by their trucking company.
- Negotiate load rates with freight brokers or agents.
- Review and sign carrier contracts, rates, and load confirmations while sending carrier packets to brokers or agents.
- Dispatch empty truck drivers to load their trucks with luggage booked by the truck dispatcher.
- Track loaded trucks going through the process of delivery
Difference between freight brokering and truck dispatching
Although some activities of freight brokers and freight agents overlap with those of truck dispatchers, one main difference is that freight brokers and agents deal with multiple carrier companies. Because they are authorized by FMCSA to contract with ALL registered carriers in the United States.
According to FMCSA, any third party who makes arrangements for freight movement within the USA is defined as a “property broker” or “freight broker”. If you want to book loads for more than one carrier company, you will not be considered an employee of the carrier company. As an independent party, this third party needs to get registered with the FMCSA and have an active US DOT number to work as a freight broker. Or, if you don’t want all this hassle of getting registered, work under the license of another registered freight broker as an agent.
Then what are truck dispatching services about, and where is their role? To be true, these truck dispatching services violate the 49 CFR regulations. As they are not authorized by the FMCSA to perform those activities. The MP-21 law enacted in 2012 brought many changes to the rules and regulations of the transportation industry. Now, according to it, all these services are considered a violation of the law.
